The article reports on research from Bangladesh which emphasizes the central role of infrastructure in rural growth strategies. Measurements of the effects of infrastructure in 16 villages, derived from data collected in an extensive 1982 survey, were utilized. Rural infrastructure is linked to economic growth and alleviation of poverty through a range of potential effects on agricultural production, employment, household income, comsuption, saving-investment behaviour of rural households and market and social development. Implications for public policy on infrastructure development are drawn, and factors that often hinder public resources allocation for development of rural infrastructure are examined. |
